What the levelling did

Three things these four quotes disagreed on — resolved before the totals

Every point below is visible in the report underneath. This is the work that makes the comparison apples-for-apples.

One bidder priced in a different currency

Gamma Switchgear quoted in USD, the other three in EUR. On the raw numbers Gamma’s MDB looks identical to Beta’s — both read 52,000 — but converted at 1 EUR = 1.08 USD it is about 7% cheaper. Every rate was converted line by line, and the rate used is printed on the report.

One bidder left an item out — so its total was never comparable

Beta Power Systems never priced the Automatic Transfer Switch. Leave that blank and Beta looks cheaper than it is: a quote can win simply by covering less. The bidders who did price it ranged from €7,870 to €24,000 — real money you would buy later as a variation.

So the gap is levelled, not just flagged. The rate from the most complete quote (Delta Controls, €8,000) is carried into the blank cell and the cell is shaded amber — exactly what an estimator does by hand, and the report names the vendor it borrowed from. Beta’s as-quoted total stays visible at €108,491; the levelled total it is actually ranked on is €117,691. Its scope completeness drops to 90 (9 of 10 items) while the rest hold 100, and it lands 3rd.

Everyone named the same items differently

Four quotes, four naming conventions — abbreviations, reversed word order, spec suffixes. Each was matched onto one master scope row so the rates sit side by side instead of in four unrelated lists:
